Well, first I hope this situation is with the testing environment as I
think activating PPI should be avoided in production. If this
situation is with the production then it depends if the newly
activated PPI has been used for collecting information of new clients.

1) If no information is collected then yes deactivating the new PPI
should solve the problem.
2) If the data has been collected then the data would have to be
migrated to the existing PPI QG.

Can you restate the problem (if there is any)
1) when you don't activate the PPI QG XML and use the old one.
2) when you activate the PPI QG XML and then deactivate it and use
only the migrated one.
