Try creating branch and center using a user at Head Office level, it
seems like a Branch user is not able to view other branch which seems
like a valid case to me, and if a Branch user is able to create
another Branch then it seems like a condition we might want to avoid
using correct roles and permissions.

BTW, if you think that a branch user should be able to create/view
another branch is a valid case the you can log a feature request
explaining the case.
