Keith, I think that you are right. I've just updated every organization dashboard to show all issues.
Just to remind, about month ago I created general dashboard for all bugs: http://mifosforge.jira.com/secure/Dashboard.jspa?selectPageId=10200 So, you can check there all currently open bugs.
