You are looking for a solution where the MFI can use Mifos while the migration is done in phases.
If you have everything in Mifos then you would have to wait for Mifos release to get data migration part right or fix something in that or even customize it. If the Migration toolkit is outside Mifos then you can modify to support different kinds of Migration.
