back to my previous post just to put the solution may be it will be helpful
to someone in the community, so after returning to focus on '2.1.6 ==> 2.6
upgrade' we still having the encoding problem after authentification, the
problem was in our DB data and exactly in the test username data (personnel
table), the field 'Preffered Locale' was '46' (English-Lebanon-AlMajmoua)
and all other users '4' (French) so just after changing the '46' to '4' the
problem desappear and mifos upgrade now is going safely.
