The ticket # MIFOS-6015 refers to more than one problem from this
thread. We've partly answered to them (problem with currencies). The
thing left is penalty problem.
Cause Natalia created a ticket that describes the same problem (but
posted in a different thread on mailing group) we will log our progress

we have found the issue and have been able to resolve it. The
problem stems from having modified the
AccountingRules.CurrencyCode line in your
applicationConfiguration.custom.properties file after
products using that currency were created. From what we have
found, I believe that changing one line (in the same file)
from #AccountingRules.AdditionalCurrencyCodes= to
AccountingRules.AdditionalCurrencyCodes=INR (note the lack of
the hash symbol at the beginning of the line) will fix your
issues.
We have been successful in replicating the error and fixing
it as described above. You should refrain from editing the
default CurrencyCode in the future, unless you're running a
clean Mifos install without any loan data present, as
described in a comment in the
applicationConfiguration.custom.properties file.
