Ideally , the date of the actual waiver should be reflected in the waiver
transaction .
Let's consider an organization using Accrual accounting in Mifos, most such
organizations would close their books on a daily basis . In no scenario should
an accounting entry be created in the past, unless an explicit backdated user
activity triggers the same (this would additionally involve opening account
closures , a process that mature organizations would avoid like the plague).
So if I try to waive an overdue penalty charge today , the waiver date should
be set to today's date and the same would be reflected in accounting. This
behavior should be sufficient for almost all organizations.
Some organizations might want the additional flexibility of being able to
waive the charge as on a given past date (which should be after the charge has
been applied / accrued ) . If and when this is needed , it can be taken up as a
separate enhancements .
