Does winbox show a "Wireless" button at all? If not, confirm the wireless package is actually enabled.
In some upgrade paths performed under RouterOS control (as opposed to netinstall), the changes in wireless package names can sometimes leave the old versions on the device, disabled but unremovable, and/or the new wireless package disabled. The surest way to straighten it out is to netinstall directly to the desired version. If that still doesn't work, either that version of ROS is missing the necessary drivers, or there is a hardware problem.
