The rate limit is in bits I believe. Shouldn't you need to put
128000/128000 or 128k/128k as the config? Not 128/128.

How can I restrict just internet access to a low Bandwidth?
The users know it not for watching YouTube, but web access pages.

If all you change is the rate and it breaks it the problem is likely
to be insufficient bandwidth for the page.
