imho, this is just an idea, i'm not sure we can do this.

add all the ip public to the public interface,
then make some kind of dmz/a few port forwarding, incoming packet come into this public ip/port number, forward itu to customer private ip. for outgoing packet from this certain customer/ip, nat/masquerade using the corresponding public ip.

is this possible?

unless something has changed only one ip per subnet can be assigned to any given port
