I had this on an RB1200 (though not all of them), but I saw on the Internet that it applies to other RB1x00 models.
I was doing an upgrade, but it also happened when just doing a reboot. If your RB hangs at "Starting Services..." on the console, unplug the power for a minute or so and then it should boot up fine. Quick power cycles (5 - 10 seconds) weren't long enough and it would just hang.
