I think he wants to setup Mikrotik as a BGP route reflector, which would be a 
many-to-many.

Look into the MPLS documentation for how to setup a route reflector. It doesn't 
depend on MPLS in any way, but certain MPLS configurations require a BGP route 
reflector for distributing information among participating routers.

This is how many public peering centers work.

BGP is a peering relationship.  One to one.  If you want AS 1000 to talk 
to AS1001, you must configure that relationship manually.  Same with 
AS1000 talking to AS1002.  It won't happen "automatically".  Maybe I'm 
missing the point of the question or misunderstanding your configuration.
