Agreed. RBLs in outright blocking mode will cause ludicrously high False Positives (depending on your choice of RBLs--some are much much much much worse than others).
Assigning a score based on each RBLs individual credibility or using them in conjunction with additive combo rules is the only way to use an RBL.
