There are serious practical problems with this approach: 1) If there are 50 instead of 2 RCPTs, the last person waits a looong time for e-mail. 2) Some mail servers (Exim, I think) use an exponential backoff strategy for retry times. This means the last person waits a reeeeaaaallllyyy looooong time...
