One of the important functions of a president or other national leader
is to provide hope to people in times of trouble.  Although the
present problems are more complex than can be solved with programs
assembled as quickly as those being promulgated by the Obama
Administration, they will not be solved at all if people despair.  It
was in just this fashion that FDR projected confidence in 1933, and
Churchill in 1940.
