I think that the true difference is that parents and family members are forcing this on children. Where environmental toxins are inevitable, these are not inevitable circumstances that I'm addressing. Also, when some entity such as government, corporation, neighbour, city, etc., poison your child, you may sue them for healthcare costs and damages. When a parent purposely poisons their child in this fashion, it is simply allowed and not grounds for intervention by those that actually care for the child as more than some sick legacy... pun intended.
Most of your listed toxins are both regulated and illegal to purposely inflict on anyone.
