If you need to use Unix-like shell inside of the makefile (e.g. sed, rm -rf etc.), download and install MSYS: https://sourceforge.net/projects/mingw-w64/files/External%20binary%20packages%20%28Win64%20hosted%29/MSYS%20%2832-bit%29/ The MSYS package contains the appropriate make.
If using cmd.exe as a shell called from a Make is what you want, then AFAIK this is what you should use: https://sourceforge.net/projects/mingw-w64/files/External%20binary%20packages%20%28Win64%20hosted%29/make/ (Note that unlike the URL suggests the package contains both 32-bit and 64-bit binaries of the make utility).
