The .la files are specific to your environment.  Therefore they should
not be distributed in binary packages.  I find it not very kind for the
end user to have to worry about the contents of the distributed binary
package because it screws up their environment since the distributor
"didn't bother" and included files that pertain to his unique environment.

P.S.: I started not to send this after I wrote it but then decided I
still needed to say it.  You can tell tar to exclude the files when you
build the archive or use find to remove them before you build the
archive.  It's bothersome more in Windows than in Linux because in Linux
the package is built on the fly or is stored in a common location like
/usr/local.  In Windows the drive letter often gets in the way if the
user decides to put the build environment somewhere besides the one the
distributor used.
