This does make sense in some cases, but not in the case where we need
the headers and libraries to be search independent of where gcc will be
installed on the user's machine.

It'll be kind of hard to dictate that "You may only install to
/opt/mingw-w64-toolchain/v1/bindist, and nowhere else!" to the users.

Alas, most users will cringe if we forced them to build from source
every time to suit gcc to their setup.
