I think something like

make clean GC-static     (to build the GNU C inlined static lib with C
cleanup code)

as specified in the docs here:
http://sourceware.org/cgi-bin/cvsweb.cgi/~checkout~/pthreads/README?rev=1.43&content-type=text/plain&cvsroot=pthreads-win32
For a cross-compile, you'll need

make CROSS=i686-w64-mingw32- clean GC-static

or

make CROSS=x86_86-w64-mingw32- clean GC-static
