Personally I like the idea of top level configure, *but* the fact that 
it doesn't work is a reason I use it. Ideally, the scenario:

./configure
make install-headers
# ... GCC stuff ...
make
make install

would be much cleaner than current solution IMHO. And it this scenario, 
Corinna's proposal to use in-tree headers seems a very much expected 
behavior.
