I don't see how this is better than simply adding the necessary code to
Cygwin DLL and adding a setting for switching that code on and off.

For that to truly make sense, you have to design a complete plugin
system for Cygwin, with multiple plug points, a generic way for plugins
to affect Cygwin (plugin API), a way to solve plugin conflicts...
No, that's too complex.

If Cygwin DLL is aware of Msys "plugin" dll, explicitly loads it, gives
it particular data, and makes assumptions about the way Msys modifies
Cygwin state - that's not really a plugin anymore.
