Agreed. One could use an install process that uses someone else's distribution of the DLL which would put the burden of source distribution on that someone else. But if you distribute a GPL/LGPL shared library, there is no exception for distributing source because that would invalidate the entire license, you must also be willing to provide/distribute the source. I think though that people in Open Source software distribution should not care to distribute libraries that are also Open Source including the source of that library.
