It depends on what the exception is. The exception used for the GCC libraries avoids GPL infection for the programs that use those libraries *and* discharges the user from the obligation of distributing source code. LGPL only avoids GPL infection, you are still obliged to offer source code to the people who obtain your binary (mentioning some internet site is not enough) *and* your binary distribution must allow replacing the LGPL'ed library with a version created by the user (this usually is achieved by means of distributing the library as a DLL.)
