I would change <sysroot> to <prefix> since sysroot can mean something else.

Likewise, sometimes, there is no "gcc.exe", only
"x86_64-w64-mingw32-gcc.exe", depending on your download.

"gcc" could be set to target for anything, while
"x86_64-w64-mingw32-gcc" makes it explicitly clear that you are
compiling for 64bit windows.

cross compiling is another closely related concept, which may not be the
case here, since it is perfectly alright to install and use gcc, with a
fully qualified target triplet prefix in the name.
