Indeed it's quite a strange macro, reminds me of

While writing a few tests for fiber local storage I found that the Windows SDK 
had a different value, so thought about updating the mingw-w64 headers. But 
actually I don't have any use for it myself.

_WIN32_WINNT seems more appropriate, but it's quite coarse grained. For 
example, 0x0600 is Vista, 0x0601 is Windows 7, 0x0802 is Windows 8 and so on. 
An increase by 1 corresponds to a new OS and not a new OS patch release. 
However MS may break that convention for newer values.
