Committed patch introduced a regression that does not allow building aarch64-w64-mingw32 GNU Toolchain target from upstream repos. It impacts weekly releases that should strictly use only upstream repos. Once SEH is implemented in GCC, it is not expected that SEH logic will be impacted in MinGW, and #elseif could be removed as it will no longer be applicable.
