Hi Zarraf, When the MN moves from home network to foreign network, and first registers its home address with its HA, the HA performs proxy DAD for the home address to make sure that no one else on the home link has the same address. The proxy DAD creates the 1s delay in T2. If you have two foreign networks and have the MN move between them, T2 will be much shorter.
