The topic you are interested in is being standardized in the IETF for
long time. See at

In order to performe some tests you need to modify the MIPv6 stack in
order to support transportation over IPv4 and also binding IPv4
addresses. AFAIK there is no any open source implementation for that,
but you can check at http://www.nautilus6.org/ just in case.

Some tests have also been done within the ENABLE project
http://www.ist-enable.eu with good results.

        Currently I do write my diploma thesis at Volkswagen, Germany
doing some research in connection with Mobile IP. 
        I though about building a test bed based on MIPL 2.0.2. This
testbed should be used to measure the handover time between several
access technologies (vertical handover) as well as WLAN to WLAN
(horizontal handover).  Since a lot of IP infrastructure is still IPv4
I would like to realize IPv6 over IPv4 in order to use the benefits of
Mobile IPv6 over IPv4 infrastructure. 

        Does anybody have experience in this field and can give me
some help? 
        What do I have to change in MIPL in order to get this scenario
running? 
        You would be a great help to me if you can send me links or
information relating IPv6 over IPv4.
