A cheap option is old thin clients (Neoware, Igel, HP etc). Many of the older ones (often available on eBay), come with something like 256MB RAM, 512MB flash and a PCI slot for a second NIC. They work well for firewalls, they are silent and consume small amounts of power (a bit more than Soekris/Alix though).
