You can normally get a dedicated iLO port for HP machines that lack them as an option, this is apparently 514206-B21 on your machine.
There is perhaps a register to poke in bge that will make bge0 useable regardless of what the bios does as well. See if you can set it as a dedicated NIC via the bios, we don't do 'shared' management ports in OpenBSD.
