You have this very wrong.

The problem is that step-by-step over the last 20 years, X itself
became less and less of a multiuser environment.

This happened when direct hardware device handling was added to X, a
userland program, to support the retarded PC platform.

Safety issues were ignored.  Multiuser was ignored, too.
