Is there a better, more secure replacement as a CMS?

Well, I have just look at ruby on rails and plone. They are both neat
projects, but they don't offer something similar to what postnuke/mambo
can do in terms of simplistic web page designs etc.
We've been using mambo to generate dynamic pages (Web Page) contents
that includes newsflashes, themes, user menu's for other content etc.
I have always like the simplicity of mambo but I have yet to be
encouraged by their security track record. Another factor, in this
puzzle is that we have a couple of internal webservers that handle
webmail. (Exchange and SunONE/iPlanet). I don't trust IIS in the wild
but I don't mind iplanet being visible. However, thanks to complexities,
we also need Identity managers etc. that glue on the webserver and of
course webmail which is a java based webmail solution (Sun JES Server).
Looking deeper into plone, I can't find it being anymore secure than
mambo and the complexities involved in getting it to work on iPlanet are
tremendous.
Is there a secure php CMS that any of you might have had experience with
(knowing full well that php and security are an oxymoron)
