TL;DR: all is working in 7.8 and 7.7. Thank you for all of the help and
advice.

After an hour of troubleshooting, I find 2 things occurred:

1. The USB hub is correct, for it is the usb extension cable plugged
into the receiver so the connection could reach the top of the pole.
2. The 7.7 -> 7.8 upgrade occurred during a storm and the receiver USB
plug just slipped a bit from the extender.

I have re-attached and secured the receiver and extension cable to the
pole to avoid this nonsense happening in the future. 

usbconfig from freebsd was helpful in debugging the entire setup. 

All is back working as expected and my LAN is back on time sync within
2-5 ms variability.
