I keep a snapchot when my systems are working correctly, then, i can go back
Does
# ls -la /etc/mail
look exactly the same on the working system? Like others I'm sceptical
about the missing other rights.

passwd is not a default backend. Maybe opensmtpd-table-passwd has a
unforeseen problem with the patches. Question is: Are there any people
on 7.8 with opensmtpd-table-passwd that can report if it is working for
them. The you should just update to 7.8.
