My ~/.config/mpv/mpv.conf includes the following in the global profile:

vo=gpu-next
hwdec=auto

(not 100% sure if the vo= is needed, might be artifacts of me trying
Vulkan hardware decoding (which, btw, isn't supported, as I keep
slacking on sending the patch))

hwdec=auto takes care of it, and for me, it does show a significant
difference in CPU use while using it. `vainfo`, part of libva-utils
port, shows the supported codec. As long what you're reproducing is
supported by your GPU, you should see some difference.

I don't really recall the situation for browsers.
