Searching undeadly.org, source-changes@ or probably just plain Google will tell you that such an initiative exists; however, I gather the first attempt was not entirely succesful, see <http://marc.theaimsgroup.com/?l=openbsd-cvs&m=114481371511369&w=2>. There is still work going on, and commits being made, though; I don't know what the current plan is, but from a look at what is being committed, the current plan is to first clean up the code across all architectures, and fix a large number (of mostly minor) bugs.
