Pay a little more? - sounds optional, which just won't work. It would have to be in the standard package, otherwise the run size on the DVD will be way too small to be worthwhile. But then, what about the extra machine resources to build all those extra packages? http://www.openbsd.org/images/newrack.jpg is looking pretty full, not much space for extra kit. So we have: new build machines ($$$), power bills for those machines and extra cooling ($$$), mastering a DVD as well as the existing CDs ($$$, extra time each 6 months), unless you replace one of the CDs with the DVD (politically troublesome) then the case has to be larger ($$$), higher postage ($$$), and probably the packages you actually wanted wouldn't be there anyway for licensing reasons.
