testing a seemingly simple thing such as forwarding rates is 
surprisingly hard. you might want to read that up on undeadly, I think 
I wrote some stuff in the comments to the "double pf performance" 
article. and certainly on misc too. I am not willing to repeat for the 
<somehighnumber>th time.
