Not only would that not fix it, it doesn't make any sense, either. If my machine has no workload, increasing the available power to process said nonexistant workload isn't going to change anything. And let's not forget that I'm curious to find out why the load average is up there when there's no apparent workload; dropping the load average is not really the goal of the question.
