Right. "installing" meant "registering" the plugin inside the framework 
("install" it in the framework at runtime).

Install is like "register". It just makes the plug-in known to the 
framework. Starting the plugin puts in the state, well, "starting" and 
eventually "active". If you are interested in the details, look at this
