May I hijack this thread?
If you use server side hooks to enforce coding guidelines, could you modify
it to check the executable bit on source files?

I closed this ticket a few weeks ago when I cleaned up my old requests, but
the problem still persists, and there may be a simple fix for that via the
pre-commit hook.
