Hey Ben,

No. Not from scratch. I am not (that) crazy ;)
I will use libogg and libvorbis for the Ogg Vorbis encoder and - like you
said - liblame for the MP3 encoder.
I have already implemented the biggest part of the Ogg Vorbis encoder using
sample code and documentation by Xiph.org
Haven't worked on the MP3 encoder yet.
