No, the APIs are identical (you only have no GSM/GPS functionality on
an iPod Touch, obviously).  If you want functionality not in the
official APIs, like unlimited access to the file system, you need to
jailbreak your iPhone/iPod Touch.

VirtualDeck can not access your iTunes library either, you have to
upload mp3s via WiFi to the application itself
(http://virtualdeck.com/faq.html).
