I just converted the website to use static files instead of PHP. I used
Cactus -- a static file generator that uses Django's templating system.

The README describes how to get setup. This should make it much easier to
do local development on the site. It will also make translations of the
website possible.
Let me know if you notice anything that's messed up. I compared
staging.mixxx.org to mixxx.org pretty carefully and couldn't find any
differences in Chrome or Safari.
