Perhaps you got the divx files installed some place where mjpegtools
can't find them?
Try to symlink them to /usr/lib and try again.

I ended up creating my own RPM containing the DivX5 codec, with the
libdivx files installed in /usr/lib, not in /usr/local/lib. This way i
got zero problems with software depending on DivX.
Not to mention that installing/uninstalling RPMs (or any kind of
packages) is cleaner than installing from tarball.
