The reason why there are a few black pixles is because the TV set does
not "show" that pixles.

Depends on what you want to do. If you want PC Monitor playback you can
rescale. If you want a VCD/SVCD/DVD playback on a TV you should know
that you wont see 8 pixles on the left and right side.
