I had the same when I changed my motherboard to an Asus P4PE, only I had
vertical bands.

It seems that the DC10 cannot properly handle smal fluctuations in the 5V
line. This line can get polluted by other devices in your PC, especially
by some graphic cards or the voltage regulators that feed your processor.
You can try swapping PCI cards and see if this works. If it is your
motherboard and you feel brave ;-) you can put an extra capacitator on the
DC10+ board. This will filter the 5V analog line for the SAA7110 chip. You
can find instructions how to do this on the Pinnacle forum. Just search
for "diagonal lines" or "diagonal bands". It is not an easy job and your
warranty is gone, but it really works.
