How should lav2way know about what you want ? You also have to tell it
the audio encoder now.

That can done by the mp2enc. Setting the samplerate -r option.

Not soure about it. Filtering sound can be difficult, have you tried
inserting sox into the pipe ? I never tried that, nor had I the need to
chnage the audio. 

If you'd like to have features like: adjusting the volume amplidude ,
filters (low/band/high), fade in/out, and so on it it might be usefull
to have a additional tool. 

BTW: Has someone ever tried what happens when you feed 8bit sound
samples (instead of 16Bit) into mp2enc ?

Not really. Maybe you can make several editlists and handle it with
that.
