Minor correction (if you don't mind too much ;)). It's mplex
that does the padding as I recall. You'll have a .m1v file
of the expected size and then when you mplex it you end up with
this huge file that's padded out to the maximum (CBR) rate you
give.
For creating VBR MPEG-1, yes, you need the -V option to mplex
